-to supervise and actually check the actual water distribution in each project.
-to supervise the preparation of the project operation evaluation reports and to use these reports internally and externally in order to realize improvements.
-to represent the provincial irrigation projects towards other authorities.
-to maintain good contacts with the farmer and their organizations and to motivate them to make efficient use of the available irrigation facilities.
-to support farmer’s organizations and to provide them with training in irrigation.
-to set procedures for handling emergency situations in each project.
-to motivate his staff and to arrange for regular refresher training activities.
WORK SCHEDULE
The provincial engineer, as a manager over a large number of projects dispersed over a wide area cannot easily adhere to a fixed working schedule. Furthermore, because of the different nature of his projects and his involvement in further development of water resources in the province, he will have to respond often instantly on new developments and arising problems.
Important , however , is to have regular meetings with his operation staff of the different projects, preferably during project visits. If possible, he should reserve at least two days a week for touring his area and visit each project once a month.
He should also have monthly meetings with all his water masters to discuss operation affairs and to exchange experiences.
