are projected to cost 579 billion US dollars between
1997 to 2020. Among the investments agricultural
research activities will account for 120 billion US dollars
(Rosegrant et al., 2001). According to Rosegrant
et al. (2001), the projected investments for improving
food security between 1997 and 2020 are feasible and
represent less than 5% of the government expenditures
in the developing world over the next 20 years
