• The labour required to put in place the conversion infrastructure. Our analysis of test well operations provides no allowance for the costs of establishing an infrastructure through which gas (or electricity from gas) flows into national
networks. Based on evidence from Cuadrilla and information from US drilling companies, our best estimate is that we need to inflate the total average cost of the commercial drilling and fracturing process by 15% to cover the costs of producing,
supplying and installing the conversion infrastructure. The works involved include the provision of steel products, compression and gas measuring equipment, supply and installation of pipelines etc.
