sector, and a rising tertiary (service) sector (Fig. 1). While the
important role of secondary sector in local economic development
will not change fundamentally [69], the municipal government
has been promoting the development of service industries [68].In
the base year 2007, the shares of the three sectors in terms of
value added were 1.3% for primary, 53.1% for secondary, and 45.6%
for tertiary. For 2015, two possible scenarios are considered, one in
which the base-year structure is maintained, the other reflects a
prospective situation in which tertiary sector outweighs secondary
sector with the shares as 1%, 45% and 54%.
