The experts noted that the countermeasures should be assessed primarily with respect to health risks in terms of deceases and injuries. By the same token, prioritization should be done according to health risk reduction (residual health risk) rather than the assessment of the direct economic consequences.
Thus key sectors and stakeholders involved in any ETA process should be infrastructure services such as hospitals, nursery schools, etc. Only after these core services are adequately protected, the rest of the built environment, the natural environment and business facilities maybe relevant to include in the ETA.
