Since 1980, the fraction of the population who are immigrants has doubled.
On average, recent immigrants are less educated and have fewer skills than natives, so a higher fraction of them are poor. Table 5 shows that while 12.4 percent of natives had incomes below the poverty line in 1999, 17.4 percent of foreign born U.S. residents were living in poverty.
These differences, combined with the rapid influx of immigrants in recent years, have led some to suggest that immigration is responsible for the fact that the poverty rate has not declined more dramatically over time.
