Although investment in higher education is discouraged by the Washington State regulations, investment in short-term
training is not. Short-term training programs can still be included in plans for welfare recipients. The state announced in
early 1998 that it was making $1 million available to waive tuition for welfare recipients and other low-income
individuals for short-term training. The program pays for a course or courses at a community college for a term (one
quarter) and child care assistance is provided, but welfare recipients still have to meet the 20-hour rule.
