5. Next steps—policy suggestions for EA
The Comprehensive Environmental Policy Act for SEA has been
implemented since June 2006. A framework for the implementation of
systematic environmental assessment has been established through the improvement of the PERS. Therefore, the paradigm of environmental
assessment has shifted such that environmental issues related
to the harmonization of conservation and development discussed at
the project level can now be extended to the plan level. Yet, for a more
effective EA system, it was noted earlier that more institutional improvements
are still needed to achieve effective linkage between the PERS
and EIA systems. Accordingly, the following measures are suggested to
achieve more effective operation of SEA.
