An Evaluation of the Quality of Secondary School Libraries The main objective of this research was to evaluate the quality of libraries of secondary schools under the jurisdiction of the Department of General Education in 14 southern provinces in the academic year 1993. Additional objectives were to Study the immediate supervisory bodies of the libraries, staffingend the budget allocation of the libraries, the job performance of teacher- librarians(and the co-operation between each library and other sectors of the school and library usage of teachers and students. The research also found that the major problems of most libraries were, firstly,the shortage of staff members plus their high non-library related workloads@nd, secondly, the supervision by assistant principals for services rather than assistant principals for academic affairs. Consequently the teacher-librarians could not fulfill their potential The results were weak collections an accessibility as well as poor library services and activities for general or instruction. These conditions in tum led to rather poor co- operation between the libraries and teachers inadequate support from assistant principals for academic affairs, rather low liorary usage by teachers and moderate library usage by students.
