governs benefits provided to Veterans through the environmental
scan of the SPP and ongoing monitoring and analysis of data and
regulations changes. Communication mechanisms are determined
by the process owner using the CS (Figure 1.1-2), based on
demonstrated effectiveness as described in 1.1b(1) and expressed
preferences of Veterans, their families, and survivors. C4
