Various transportation policies can be applied to increase tran- sit ridership. These policies aim to provide high-quality transit services or to improve the conditions of transit use. They include lower transit service costs compared to driving, comfort, convenience, and appropriate service lines (Handy, Mokhtarian, & Kwong, 2006; Litman, 2008). TOD, as a significant policy of land- use transportation coordination for public transit, also offers the potential to increase transit ridership and decrease the number of car trips (Evans, Pratt, Stryker, & Kuzmyak, 2007; Lund, Cervero, & Willson, 2004).
