The World Bank recommends that whichever body deliberates on the minimum wage adjustment, it should rely on technical inputs and evidence in its decision-making. But it will be important to avoid excessive rigidity in the process (for example, not calculating the level according to a rigid formula) by allowing the decision-making body an appropriate amount of discretion. In the countries studied, there appears to have been an attempt to set the rates based on technical evidence rather than political grounds; unfortunately, a challenge in many countries is keeping in check the amount of discretion that bureaucrat
and policymakers have in the adjustment process.
