We have suggested that it is improbable that an organization can continue indefinitely if its goals are formulatede arbitrarily, with out cognizance of its relations tot the environment. One of the requirements for survival appears to be a ability to learn about the environment accurately enough and quickly enough to permit organizational adjustments in time to avoid extinction.
