The development incentives described in this paper are facing strong resistance
from both sides of the political spectrum in the United States. The
extreme left, typified by the “Occupy Wall Street” movement sees these
incentives as a form of corporate welfare. While the opposite side of the
political spectrum, typified by the “Tea Party” movement, does not see stimulating
economic development as an appropriate role for government. Rather,
they view such subsidies as inference in free markets where government is
picking winners and losers.
