(cellj), including hidden cells, are inserted in an initial NCL
(Nn) of a new cell celln, i.e., Nn={cellj}+{H}|SINRj,n ≥ SINRT,
where {H} is the set of hidden cells (i.e., cells not fulfilling
requirements on SINR but still being potential candidates for
handover) derived in line with [15], SINRj,n stands for the SINR
of j-th neighbor cell of the observed celln, and SINRT is the
threshold for inclusion of the cellj to Nn.
