For colleagues who work on torture and ill-treatments, this might be
unfortunate might important court decision. I found a court decision
delivered by the Supreme Administrative Court on permanent shackles of
death row prisoners in 2014. I cannot access to the full original decision
but the officer said public can request for it at the Administrative Court.
The court ruled in favor of the Correction Department and legally justified
the practice of permanent shackling of death row prisoners at Klong Prem p
rison. Earlier in May 2013, the Thai government announced that prison
authorities will remove permanent shackles from death row prisoners,
starting from Bang Kwang prison. I am not sure to what extent does this
court decision has been implemented, any update is welcomed
