ABSTRACT
Just-In-Time purchasing is a materials management system that has been
successfully implemented in various commercial and Government entities in recent
years. The major issue in this thesis is: "What are the elements that ensure successful
implementation outcomes between the Government purchasing offices and various
commercial contractors?" The objective is to determine the critical elements for
implementing a Just-In-Time purchasing operation. The intent is to provide a guide for
implementing Just-In-Time purchasing so other agencies can duplicate the success of
this process. The Just-In-Time purchasing process substantially reduces inventories
through electronic order placement, long-term contracts, and direct delivery from the
vendor to the user. The Department of Defense can capture these benefits by
implementing Just-In-Time purchasing in all Government purchasing offices.
