Analogy: Finding and e-government project similar to current one and using its resource requirements, adjusted for dissimilarities.
Delphi: This uses an iterative, group approach. A group of estimators each individually produce a breakdown of project tasks and estimates; these are summarized anonymously and then the summary is sent round to the round to the group for further reconsideration and revision. This can continue for several rounds until ‘a reasonable consensus’ is reached.
Function point analysis: This looks at the project overall and gives a function point score based on the content, complexity, performance and other features of the e-government system. Based on the software being used and incorporating consideration of risk factors, an overall resource estimate can be made.
