Upstream activities are the most strategic activities performed within the purchasing function. These activities demand several advanced
skills. First, these activities require that purchasing departments coordinate well with other departments to understand the needs related to
their company’s competitive positioning. Second, to engage in these activities purchasing departments need to know thevalue captured by the
purchasing department for each purchase in order to design a purchasing strategy for each category. Third, purchasing managers need to understand and analyze the suppliers’ market to develop connections
with them. Note that downstream activities involve to operational
tasks that relate to the supply of goods and services. Such activities do
not quite capture value or contribute to organizational competitiveness.
In the literature, upstream activities are commonly referred to as
“purchasing”, and downstream, “procurement.”
H1.1 states that more mature purchasing organizations spend more
time on strategic activities than on operational activities. Purchasing
maturity implies that the amount of time spent on operational activities
in the purchasing department will decrease and that more time and effort can be devoted to strategic activities, which require greaterskill and
more complex methodologies. Thus, with higher purchasing maturity, a
company can receive increased value in theformof sustainable cost savings. Table A.2 shows the average time required for each activity reported by the responding companies. The results confirm H1.1: A higher
level of purchasing maturity is associated with more time is spent on
upstream activities, and vice versa.
To test H1.1, two OLS regressions were run: the first used “maturity”
as a continuous variable, and the second used “maturity level” as a categorical variable with four levels (level 1, baseline). In both equations,
maturity was the dependent variable. Two versions of each equation
were used: one without industry fixed effects (models 1 and 3) and a
second with industry fixed effects (models 2 and 4). Table A.3 shows
the results for all the equations and tests. The results support H1.1:
higher purchasing maturity is associated with a higher proportion of
time spent on strategic activities.
In the equations with “maturity” as a continuous variable (models 1
and 2), a one-unit increase in the maturity index is associated with an
11% (10% in the models with industry fixed effects) increase in the
time allocated to strategic activities. In with equations with “maturity
level” as a categorical variable (models 3 and 4), the results show that
compared with companies classified in level 1, companies classified in
levels 2, 3, and 4 spend an average of 6%, 25%, and 41%, respectively,
more time on strategic activities (6%, 24%, and 40%, respectively, in the
models with industry fixed effects).
