The 1954 Conference on International Politics reveals a deep concern with the interrelations among international relations (IR) theory, the practice of foreign policy, and morality. The participants might be disappointed at how little progress we have made since they met, but they probably would not be surprised. These questions have concerned people from the time of Thucydides, and the fact that they remained pressing in 1954 indicates that they cannot be fully solved and that we should not be embarrassed to be still discussing them.¹ This gives me humility about my own remarks but does not stop me from making...
