The safety item procedure refers, and CEL is equally concerned.

I have attached a draft on the safety management plan for the scaffold erecting project.
Basically the plan outlines the areas of focus, action plans and responsibilities of CEL & MAS.
Appreciate you can review It, and hope you will provide further input to elevate safety performance for the work befor work start.
We shall also meet up with your supervisor before work start. But meantime see what we can formulate the plan.

1. How many entrances/ventilation points in the boiler
The boiler is tall slender design with a cyclone for gas recirculation back to furnace, and a second /rear path which houses superheater, economizer & air preheater. One manhole entrance at bottom most of furnace windbox, 2 manhole entrance (left right) at furnace bed (most of the time the workmen enter from here). There is another one at the cross over ducting to cyclone. A few are located at rear path. Ventilation is achieved without forced fans is through the bottom manholes or any opening. No require ID fan during previous inspection inside furnace.
2. What is the condition of the air quality in the boiler, can you confirm if there are any other gases or Chemicals?
only coal with low sulphur content is used for burning. No present of coal material inside during the work. Two start-up burner on distillate installed at around windbox, but is always isolated. No presence of combustible gas from coal. Air quality is acceptable during all previous inspection. Natural ventilation is considered good enough; but is always required to do periodic AGT before and may be during working inside the furnace. We will sort this thing out with MAS as a control measure before work-start.
3. Will there be fans/ventilation systems set up
So far natural ventilation is good enough and no casualty recorded arising from O2 deficiency or records of unfriendly gases. Is good to mitigate this by regular gas AGT. Starting up ID fan introduces dust laden atmosphere.
4. Do you have a first aid team and a Rescue team to support us ?
Yes we have a clinic in the plant manned by a medical assistant.
5. Will you be able to Gas test for us in the morning and after each break?
Yes, safety officer will do it, but let us discuss and clarify the frequency and your concern of presence of gases.
6. Would it be possible for you to provide some radio’s for working in the Confined Space - 3 pcs for Day shift / 3 pcs Night shift
Will discuss this with our management, whether we have the enough un its.
7. Will there be low voltage lighting supplied in the Confined Space
Yes, all portable elect equipment and power supply needs to meet the requirement and implement to meet the safe procedure.
