[i] Customs Seizure and Forfeiture. The Act provides for seizure and forfeiture by the United States Customs Ser-vice of goods imported in violation of the Copyright Act. Such goods include copies and phonorecords manufactured abroad, the making of which would have violated U.S. law had it occurred in the United States. This prohibition flows from the fact that unauthorized importation of copyrighted works violates the copyright owner's distribution right. Thus, counterfeit copyright goods, that is, goods manufactured without any colorable claim of license from the copyright owner, are ex-cludable at the border.
