IOISs have been a major research theme. failure in IOS
development is one of the main reasons that B2B e-
commerce and E-marketplace has not been growth in many
developing countries. This study has presented a theoretical
framework for identifying the factors influencing the
decision of an Organization to develop
(adopt/implement/use) IOS. Proposed factors offered here
can assist managers in recognizing the various facets of IOS
and making appropriate decisions regarding successful
adoption, implementation and using of IOS. Based on
results of this study, the most important factor in the
development of this system is investigating appropriate
relationship model between organizations. For future
research it is recommended to discover role of the
stakeholders in developing IOS, because there was little
research on this factor and also there is an increasing need
for empirical work in this area
