The scavengers interviewed at the various sites had no
organized co-operatives or unions. However, there exist some
trade linkages between scavengers, itinerant buyers, scrap
exporters and local recyclers. About, sixty-five percent (65%), of
respondents said they would be willing to form co-operatives
with the support and provision of incentives by government
or private bodies while about 32% said they preferred to be
on their own than to join co-operatives. The remaining respon-
dents did not respond to this issue. Nevertheless, it is a known
phenomenon that itinerant buyers and scavengers understand
their businesses and know who their clients are in their value
chain.
