To make conscription work, Borden decided to form a coalition (joint) Conservative-Liberal government, which he called the Union government. Borden tried to bring Wilfrid laurier and other liberal Party leaders into two groups. One group, the Unionist Liberals, backed conscription. The other group remained loyal to Laurier. Borden appointed a number of Unionist Liberals to his government and called for an election in December 1917. The Unionists won every province except Quebec.
