In 1995, there were 109 AM stations and 75 FM stations in Colorado. Of these 184 sta¬tions, 154 were commercial and 30 were noncommercial. By 1991, the FCC had granted 47 FM licenses to the Denver area "in what many considered to be an already over-radioed area." Industry analysts saw this as the first sign of a rebounding econ¬omy and the herald of what would be called a "broadcast boom" by 1993. By 1995, Denver ranked 23rd of 131 radio markets nationwide, with approximately 1,705,800 million listeners. Listeners could tune into one of three AM Spanish-language stations, two public radio stations (not including KUVO), and one station that had special jazz and blues programming. Exhibit 5 provides an overview of Colorado radio program¬ming. Though other stations played occasional jazz selections, none matched KUVO in its jazz focus. KUVO thus assumed a unique position in the Denver radio market.
