Historically, proposed changes presented to the delegates do not have a good record of being passed, especially when related to the finances of the organization. In 1997, delegates voted down a proposed membership dues increase and in 2001 delegates again voted down proposal to increase chapter assessment fees. With 62 percent of the society's revenues coming from membership dues and the society operating on a zero growth budget for more than five years, a dues increase was critical to the financial health of the organization.
