HICON UTC is a self-adaptive system that can control urban traffic signals intelligently by traffic data collection, data processing and system optimization. This system can minimize traffic congestions, traffic accidents and reduce energy consumption.
HICON UTC is NTCIP Protocol compliant. NTCIP is a traffic management protocol from the USA.
Hisense Traffic Controller using HICON UTC System has several advantages if compared with other brands such as SCOOT by Siemens and SCATS by RTA Australia.
SCOOT & SCATS have their own computer systems and protocols and are not compliant to NTCIP which means that from the smallest hardware, spare parts and software, the users can only buy from RTA Australia or from Siemens as their products are not available in the local markets. While the Hisense Traffic Controllers’ minor spare parts are available in the local markets everywhere.
THE 2 MOST ADVANTAGEOUS ASPECTS OF HISENSE TRAFFIC CONTROLLER:
1.) Hisense has a model which contains 32 Phases while other brands have only 8 or 16 Phases maximum capacity. This Hisense Traffic Controller model is SC6080, bigger & wider cabinet with higher controlling capacity up to 32 Phases with 32 Loop or Smart Detectors. The system is compatible with Microsoft Windows which is user friendly.
2.) The prices of Hisense Traffic Controllers are far cheaper than the prices of the 2 brands
mentioned above.
DEFINITIONS:
Phase(s) - number(s) of combined lanes with different directions or a lane with single direction that
requires distinct or one separate signal traffic flow scheme from the traffic controller
cabinet. Phase is also the sequence of conditions applied to one or more streams of
traffic, which during the cycle receive simultaneous identical signal indications.

Loop or Smart Detectors - are detecting devices installed or buried under the road surface to
detect the number of vehicles in a lane, length of queue, traffic
congestion/condition and send data to the traffic controller which
intelligently adjust the traffic lights duration and timing to mitigate
congestion or possible problems that may occur due to traffic
overflowing.
3 TYPES OF LOOP OR SMART DETECTORS:
1.) Actuated Detectors - are installed under each lane of an intersection about 30 meters away from the stop boundary line to detect traffic flow, lane saturation and send data to the traffic controller separately from another lane detector.
2.) Strategic Detectors - are installed only on critical intersection of each sub-area and must be at least 150 meters away from the stop boundary line to detect traffic flow, speed and occupancy. Data source for sub-area cycle length and offset.

3.) Congestion Detectors - are installed under each lane of bottleneck intersection 50-70 meters away from upstream intersection to detect vehicle queue status and to trigger the Bottleneck Control scheme.
Traffic Video Detector - is a traffic camera and detector with integrated data processing ability
which is applied in traffic data collection applications for highways,
intersections, sections and tunnels. One Traffic Video Detector can cover 8
lanes which means it can do the work of 8 Loop or Smart Detectors and is
easier to install because no digging under the road surface is necessary.
The data sent to the traffic controller which are saved in hard disk are HD
quality videos and are the actual footage of the traffic condition in a
particular area and time.
Bottleneck Intersection - is an intersection which has the vehicle accommodation capacity less than the actual numbers of vehicles passing. At a Bottleneck intersection, the capacity is less as more vehicles enter the main road which slows down the traffic.
Bottleneck Control - is a mitigating traffic control scheme performed by the Hisense Traffic Controllers using the HICON UTC System designed for Bottleneck Intersections.
