The guideline specifically defined SEA as an analysis of the
potential of an area and for sustainable development, aiming to
achieve a balance between social, economic, environmental and
technological goals in the case at hand (ONEP, 2009). Thus, the SEA
process consists of screening, scoping, analysis, proposing alternative
and mitigation measures, and producing a report (See Fig. 1). It is
similar to the structure used by other countries and international
organizations, as for example in OECD countries (OECD, 2006). In
addition to considerations of social, economic, and environmental
dimensions, a technological assessment of alternatives is also
required in the Thai SEA process. Based on information provided
by the SEA subcommittee, inclusion of technology dimension is an
upshot of previous experiences of serious negative impacts and
failures of development projects associated with employment of inappropriate technology. In the SEA guideline, public participation is
emphasized, and recommended, to be carried out in all stages of the
assessment.
