The Concessionaire must take all steps reasonably necessary to achieve
continuous practicable improvements in the quality and reliability with which it
provides the Services and undertakes its obligations under this Agreement. In
each plan, The Concessionaire must identify programs and initiatives which it will
undertake to achieve such improvements, linked, where appropriate, to specific
targets and performance measures.
