Step 5. Construct a pairwise comparison matrix among suppliers and an
eigenvector for each qualitative detailed criterion, and form a matrix, W22k, to
represent the performance of all suppliers under each qualitative factor.
A pairwise comparison matrix among suppliers for each qualitative detailed
criterion is generated. In addition, Delphi method is adopted to get a consensus of
the opinions of different experts. The consistency property of the matrix is
checked by consistency ratio (CR) next to examine the consistency of judgments
in the pairwise comparison. If the consistency test is not passed, the original
values in the pairwise comparison matrix must be revised by the decision
makers. Finally, a weight vector for the performance of suppliers under each
detailed criterion can be obtained. By combining the vectors of all qualitative
detailed criteria, the matrix W22k is generated.
