parents would have a great deal of control over their children's school as in New Haven or Chicago.Schools would have to compete to attract students,and each school's funding might depend on the number of students it could attract. Yet each school would be relatively free to define and pursue its own mission. Most authority would be at the school level,and district or statewide rules would be kept to minimum. Those who ran each school would have to meet very basic state and school they would have far greater freedom to create the kind of school felt would best meet the needs of their customers.Each school would develop its own budget,based on the number of students. It attracted,and would retain any funds it did not spend.It would decide how much to pay its teachers,whether to provide performance bonuses,whom to hire,and whom to fire.Tenure would be eliminated or radically redefined.
