Furthermore, obtaining SEA reports and final results is vital to participation and for participants to observe if and how their input and opinions are utilized. Similar to the findings in this study, past reviews and case studies looking at public participation in Kenyan EA found that access and readability of final reports were limited (Okello et al., 2009; Spaling et al., 2011). In the case of the KCDP, the IPPF document was distributed to community members; however, the ESMF and other project related documentswere disseminated primarily via the World Bank website, so inaccessible to most local people. Following the Tatu City SEA, results were made available in hard copy to local community leaders and summarized in newsprint, but many community members struggle with illiteracy and language barriers, have limited access to print, or were unsure how to access the reports.
