Increasing importance of facility management: As a result of efforts to construct public housing for more than sixty years, there are presently 2,081,000 public housing units all over the Japan (1998). Government management of such a large number of facilities is a huge task, and what is the worse, many of them were built in the above-mentioned second phase and are thus quite old (Fig. 3). This means that within next couple of decades, the government will face the need to reconstruct many housing units in a short time, despite the recent unstable situation of the public works budget.
