1. At the invitation of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, H.E. Mr. Truong Tan Sang, the President of the Socialist Republic of Viet Nam paid a State visit to the Kingdom of Cambodia on 23-24 December 2014.
During the visit, President Truong Tan Sang had a Royal Audience with His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni. The President also met Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly, and Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister and received His Excellency Mr. Say Chhum, First Vice¬-President of the Senate of the Kingdom of Cambodia. President Truong Tan Sang, also paid a courtesy visit to His Holiness Samdech Preah Akka Maha Sangharajadhipati Tep Vong, Great Supreme Patriarch of Mahanikaya, and His Holiness Samdech Preah Abhisiri Sugandha Mohasangharajahdhipati Bour Kry, Great Supreme Patriarch of Dhamayuttikkanikaya of the Kingdom of Cambodia and laid wreaths at the Independence Monument, Monument of His Majesty Preah Bat Samdech Preah Norodom Sihanouk, King-Father of Cambodia “Preah Borom Ratanak Kaudh” and the Monument of Cambodian-Vietnamese Friendship.
2. In an atmosphere of solidarity, friendship, mutual understanding and trust, Leaders of the two countries had an extensive discussion and exchanged views on all dimensions of the friendship and comprehensive cooperation as well as regional and international issues of mutual interest of the two countries.
President Truong Tan Sang congratulated the fraternal Cambodian people on the enormous and prideful achievements made in national reconciliation and development. The President expressed his deep conviction that under the wise reign of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and the leadership of the Royal Government of Cambodia, the people of Cambodia would achieve greater successes in realizing a peaceful and prosperous nation.
His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and other leaders of Cambodia deeply valued the State visit by President Truong Tan Sang, extolled the heroic struggle of the Vietnamese people to safeguard and reunite the country in the past, and congratulated Viet Nam on remarkable achievements in national reforms and development. The Leaders of Cambodia also wished that the people of Viet Nam, under the leadership of Viet Nam’s Communist Party and State, would successfully realize the goals of industrialization and modernization.
3. Both sides noted with satisfaction the excellent progress of the friendly neighborliness and comprehensive cooperation that generated practical benefits to the two people in recent years.
President Truong Tan Sang underscored that Viet Nam always values the good friendship and strong support extended to the people of Viet Nam by the late King Father Norodom Sihanouk, His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, and the leaders and people of Cambodia in the past struggle for national independence as well as in the national current development.
His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and other leaders of Cambodia expressed their deep gratitude for the strong support and assistance that the leaders and people of Viet Nam accorded to the people of Cambodia in the past and at present, and affirmed that they always remember the assistance of the Vietnamese voluntary soldiers to liberate Cambodian people from the Khmer Rouge genocide regime in 1979.
Both sides pledged to continue strengthening and advancing the bilateral relations under the mantra, “good neighborliness, traditional friendship, comprehensive and lasting cooperation”, and to fully observe the principles in the Cambodia-Viet Nam Joint Statements in 1999, 2005, 2009 and 2011, to respect each other’s independence, sovereignty and territorial integrity, non-interfering in each other’s internal affairs and non allowing of any hostile forces to use the territory of one country to threaten the security of the other, and settlement of all problems arising between the two countries by peaceful negotiations.
4. Both sides agreed to increase high-level meetings and contacts and exchange of delegations at all levels, promote people-to-people contacts, particularly between the people of the border provinces. Both sides underlined the importance of providing both peoples with knowledge of the traditions of friendship, solidarity and mutual support between the two countries.
5. Both sides agreed to review policies with a view to achieving US$ 5 billion of bilateral trade turnover in 2015 and higher figures for the subsequent years. They also agreed to instruct relevant ministries to collaborate with each other to amend the mechanism and agreements to promote bilateral trade and investment between the two countries.
6. Both sides re-affirmed that they would effectively implement Treaties and Agreements on border issues between the two countries, and are committed to completing land border delimitation and marker plantation soon in order to build the borderline of peace, friendship, cooperation and development between Cambodia and Viet Nam.
7. The two sides agreed to continue creating favorable conditions for fair treatment of their residents on each other’s territory as any other foreign residents in each country. The Vietnamese side thanked the Royal Government of Cambodia for the cooperation in ensuring that the legitimate rights of the Vietnamese residents to lead normal life and business like other foreign residents in Cambodia are respected.
8. Both sides noted with satisfaction the coordination between the two countries at multilateral forums during the past years. Both sides are committed to continuing the collaboration, information sharing and mutual support at multilateral forums that both sides are parties to, proactively engaging in the realization of the ASEAN Community by 31 December 2015 and development of the ASEAN Community’s post-2015 Vision, making efforts to consolidate and strengthen ASEAN’s unity and centrality, contributing to peace, security, stability and development in the region and supporting the settlement of disputes by peaceful measures in line with international law and regional commitments. Both sides are committed to working closely with each other and other members of the Mekong River Commission to ensure the sustainable management and use of the Mekong river water resources.
9. President Truong Tan Sang expressed his sincere gratitude to His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and the people of Cambodia for the gracious hospitality accorded to him and the high-level delegation of the Socialist Republic of Viet Nam.
10. Both sides expressed satisfaction and appreciation for the outcomes of the President’s State visit, which is seen as a pivotal event that consolidates the traditional solidarity, friendship and comprehensive cooperation between the two countries.
11. President Truong Tan Sang kindly invited His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and other Cambodian leaders to pay state and official visit to Viet Nam at an appropriate time. His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni and other Cambodian leaders expressed their heartfelt thanks and accepted the invitation.
