He said the activities were symbolic and would not pose a security risk.
Lt Gen Paradorn said security has heightened in areas prone to violence, especially in Tak Bai district and at venues hosting remembrance activities.
The NSC chief said security authorities have worked with Malaysia, as facilitator, to set a date to restart peace talks with the Barisan Revolusi Nasional southern separatist group now that the Tak Bai anniversary had passed.
The talks may be held next month, but the exact date has not yet been set, he said.
The Cross Cultural Foundation, a human rights group, called on the government to ensure justice for families of the Tak Bai victims.
The government's compensation payment of 7.5 million baht to each family did not deliver justice, the foundation said.
Relatives of the victims wanted those responsible for the deaths to face criminal action . However, they have had to fight alone to seek justice, the foundation said.
