It is not clear whether Thailand has a separate or unified code of conduct for both the military and civilian administration.
As noted in the 2013 GI for Thailand, there is a code of conduct for all military and civilian personnel, written by the coordination centre for transparency of office of the permanent secretary for defence. This code does not specifically include the terms "bribery, gifts and hospitality, conflicts of interest, and post-separation activities" however.
REVIEWERS: Please confirm whether there is a unified code for civilian and military personnel - if there are two separate codes, please score on the basis of whichever is weaker.
Please also confirm whether the code is publicly available and please comment on its application and distribution. Is there evidence of a robust oversight mechanism? If so, is this confidential?
