The Contra Costa County Employment and Human Services Department is seeking qualified individuals to fill two permanent, full-time Departmental Fiscal Officer vacancies. This is an excellent career opportunity for individuals interested in the field of governmental accounting and management.
Departmental Fiscal Officer is a County-wide classification typically assigned to any County's Operating Department. Under general direction, the Departmental Fiscal Officer is responsible for day-to-day management of the fiscal activities of a County Department. Responsibilities include the planning, reviewing and coordinating fiscal activities of a Department including monitoring departmental expenditures, budget preparation, accounting and fiscal management and administration of related financial management activities; and to do related work as required. The Fiscal Officer reports to a Division Head, Chief Financial Officer or Manager of a Department.
The employment list established by this examination may remain in effect for twelve (12) months to fill any future vacancies in the County Departments utilizing this classification.
Typical Tasks
Reviews and assists in developing and preparing division, bureau, departmental budgets, and various special district budgets to ensure that submissions are complete and in conformance with specified guidelines
Reviews, analyzes, recommends, and takes corrective action in the preparation, maintenance, and control of the various departmental budgets, accounting practices, billings, claims, and transfer charges for interdepartmental and other agency services
Reviews accounting pronouncements issued by various regulatory bodies
Provides direction to division managers and department deputies in accounting procedures to ensure conformance with County and other policies and procedures
Monitors and evaluates revenues and expenditures relative to budget projections
Advises superiors on status of each budget and makes recommendations for corrective action as needed
Prepares and/or coordinates the formulation, monitoring, and review of the fiscal requirements for contractual agreements for special districts, special projects, grants and service agreements including major capital projects
Assists in developing, implementing and monitoring various computerized data bases and programs
Represents the Department on fiscal matters, such as audits by State, Federal, and County agencies
Reviews and analyzes audit reports and recommends appropriate action to challenge exceptions or comply with requirements
Provides supervision to accounting staff and functional direction to other staff in accounting and fiscal matters
