It must be not that the ideals of Islam and Islamic states of the contemporary world, including Iran, Saudi Arabia, and Pakistan, diverge considerably in various ways. Turkey, the only Muslim majority state, has rejected Islamic law openly, and followed a path of total secularization. Saudi Arabia claims to follow the shari‘ah but the sovereign given exclusive competence on public matters. Many Muslim majority states in Asia and Africa subscribe to shari’ah subsidiary law. In most of the states in the Muslim world, the rule of law, one of the main contentions of the shari’ah, is often ignored by the state machinery.
