The responsibility for setting expectations resides with the production control department within a lean manufacturing organization. Taking into account that the production control department must work closely with Production and the IEs to understand the capabilities of the production floor, the expectations on the production floor are based on the customer demand rate or takt time. Expectations are set by the production control department in the form of a production schedule. Therefore, the production supervisors make staffing decisions based on the area standardized work charts to make the schedule.
