As terrorist activities are mostly defined in opposition to the state, there has been a fear that such a convention would be used to suppress the right to self-determination (see Box 1). The events of 11 September 2001 gave some new impetus in this area. The 2005 World Summit Outcome Document included a commitment to conclude a comprehensive convention on international terrorism, and the UN General Assembly adopted a global counter-terrorism strategy in September 2006. Despite this, no progress has been made in the finalisation of the Comprehensive Convention.
