Almost inevitably, national tourism planning will promote
distinctive facets of the country’s tourism product, which will act,
hand in hand with wider economic and social trends to the
comparative advantage of some places, and to the detriment of
others. Bugibba’s decline can be attributed to Malta’s comparative
disadvantages as a tourist destination overall, of Bugibba in
comparison to other resorts in Malta as well as to the national
tourism plans which have focused upon the drive for upmarket or
‘quality’ tourism, centred upon heritage and cultural tourism.
