The application of information and communication technology in an e-government environment is a complex, multidimensional issue involving people, technology and processes. There has been much study of the use of technology in public sectors. As we all know that the core task of government is governance and the job of regulating society and it lacks sufficient technicians to develop and maintain an e-government service system efficiently. communication usage, most government institutions outsourced their network services and rely on service providers to operate and maintain e-government services system (Arshad, Lin, Mohamed, Affandi, 2006).
