Second, it is imperative to eliminate other contending personalities or
institutions that may stand in the way for the elevation of the Prime Minister as
the super CEO. Therefore, it is justifiable that all institutions such as parliament,
bureaucracy, civil society and non-governmental organisations, the military, mass
media, and university intellectuals must be under the Prime Minister's control.
This characteristic of Thaksin's model is reflected in the Prime Minister's desire
for politics to be "still" or in Thai, karn muang ning, which refers to a state of
affairs where the political opposition is silenced so that the Prime Minister can
concentrate on running the government.
