Another problem is that there is a serious lack of incentives for victims to testify and balance the concomitant risks they face in testifying. The endgame is always the same they are simply sent back home without anything to show for their ordeal. If they don’t cooperate they are sent home straightaway whereas if they do cooperate they are confined in a shelter for a year or longer before being similarly sent home as penniless as when they first left home. Articles 34, 35, 36 and 37 were written to provide to protect victims and provide incentives for them to testify however they receive scant attention at present.
