The directive principle laid down in the constitution is to serve as a guide line for a welfare state directed by the National Assembly and the Council of Ministers while determining and legislating policies. The Economic and Social Council, comprise of experts, would advise and make recommendations to the Council of Ministers on socio-economic problems. The state was to undertake the responsibility of maintaining state institutions including the armed forces. In order to create national virtue and develop morals among the people, religious harmony is assured, while maintaining healthy relations with other countries. The state is also mandated to protect the rights and liberties of the people in a justifiable order. In laying down policies of national interest, the people are encouraged to participate. While self determination and independence of local bodies are to be maintained. The state is to also assure equality between men and women along with the protection of the under privileged. The state is to inspired the private sector of education to maintain their respective educational institutions for imparting healthy socio-economic change, as they strengthen the scientific outlook of the people. The fair distribution of income and efficient public health service is also to be assured. Fair reconstruction of the agriculture sector for the sake of farmers is visualized including the protection and encouragement of co-operative entities. Livelihood subsistence to the people is to be also realized. The constitution provides for the encouragement of the free economic system by maintaining fair market competition.
