Although the approach presented in this paper was developed in the context of political
decentralisation, its application can be generalised. The model that is proposed allows us
to allocate objectively resources to a placement by assigning predetermined weights.
Hence, it is one more tool that can assist in making ‘‘objective decisions’’ about the location
of sea rescue resources in a country. This makes it possible to predetermine the most
efficient placements, thus eliminating political subjectivity and, at the same time, reducing
frictions between regions. If the weighting process is done correctly, the most suitable
placement should correspond to the one that most efficiently assigns resources to sea
rescue.
