The Act specifies that in organizing the system, structure, and process of
education, the following principles shall be observed: unity in policy and diversity in
implementation; decentralization of authority to educational service areas, educational
institutions and local administration organizations; setting of educational standards
and implementing a system of quality assurance for all levels and all types of
education; raising the professional standards of teachers, faculty staff and educational
personnel, who shall be developed on a continuous basis; mobilization of resources
from different sources for provision of education; partnerships with individuals,
families, communities, community organizations, local administration organizations,
private persons, private organizations, professional bodies, religious institutions,
enterprises, and other social institutions.
