For this issue, please first check the Cbs log in CWindowsLogs.
Then follow steps below to troubleshoot:
Delete the temporary downloaded files:
Click on Win+R.
Type %temp%, enter.
A window will open showing you all temporary files.
Select and delete temporary files by pressing DEL button.
Temporarily disable anti-virus software, try to upgrade again.
If still doesn’t work, please continue with following step:
Rename the SoftwareDistribution folder.
