Generally, selling limits are placed on all seller's account to help them focus more on each individual transactions that would help them increase their sales and repeat buyer. You need to establish you seller account first. As for now, you can sell items within your limits on whichever comes first and gain a 100% feedback from all your transactions and also you can request from eBay to increase your selling limits if you already used at least 50% of your limits.
And also just a reminder, if you have that requirements, you can request for higher selling limits after 30 days from the date that your limits has been adjusted. I checked your account and I can see that you have already used up your limits and your limits has just been increased last January 29, 2015 so you can request for a higher selling limits on March 01, 2015.
